A couple of highlights from Tuesday night’s City Council meeting:
>> After a lengthy discussion, the Council voted 4-1, with Mayor Buchanan dissenting, to approve a six-month plan that outlines new rules for how items are placed on the agenda for City Council meetings. Under the new guidelines, any Council Member can place an item on the agenda as a discussion item, and any two Council Members can place an action item on the agenda. The placement of items on the agenda will happen at the end of City Council meetings.
Because of concerns that an influx of agenda items will create stress on City Staff, since the staff is responsible to prepare detailed reports that inform Council’s decisions, Council Member Enid Joffe suggested that Council review the new rules in six months. She asked City Manager John Gillison to keep track of the hours spent on agenda items proposed under the new rules.
>> City Council voted 3-2, with Council Members Watts and Zimmerman dissenting, to approve an amendment to the City Manager’s employment agreement. In the event that the City Manager is terminated without cause, the amendment provides for a fixed, twelve-month severance benefit. Additionally, the amendment includes $200 per month of additional deferred compensation that will start after the 2003-2004 audit has been completed.
>> The long-awaited 2003-2004 audit has apparently been completed and will be presented to City Council during the July 25 meeting.
